Shih Tzu Reunited With Guardian After Alleged Ransom & Burglary In Wisconsin

On May 27, 2025, the Milwaukee County District Attorney’s Office filed a disturbing criminal complaint involving a four-month-old Shih Tzu named Smokey. The case includes allegations of burglary, threats to injure, and disorderly conduct, offenses connected to a domestic abuse incident centered around the young pup.

According to the complaint, Smokey lived in Wisconsin with his owner, her children, and her fiancé. But when the couple broke up, the fiancé moved out, leaving Smokey with his guardian and her children. Just three days later, the situation took a dark turn.

While Smokey’s guardian was at work, the ex-fiancé allegedly returned without permission and took Smokey from the home. Shortly after, he sent a chilling message: a photo of Smokey with the caption “he’s unharmed,” followed by a threat to kill the dog if nearly $1,500 wasn’t paid.

The case quickly escalated when authorities discovered that Smokey had been taken all the way to Southern California. The race was on to save him.

Milwaukee County Victim’s Services identified a narrow window when Smokey would be in the custody of someone willing to surrender him. But getting Smokey back safely would require coordination across state lines, and fast action.

Assistant District Attorney Elaine Fehrs, who had previously worked with the Animal Legal Defense Fund (ALDF), reached out to the nonprofit for help. ALDF quickly partnered with the Society for the Prevention of Cruelty to Animals Los Angeles (spcaLA) to take temporary custody of Smokey.

While the spcaLA arranged for the necessary veterinary clearance for Smokey to fly, ALDF secured a last-minute flight for his guardian to Los Angeles. They even booked two return tickets, one for her, and one for Smokey.

Thanks to the incredible collaboration between Milwaukee authorities, ALDF, and the spcaLA, Smokey and his guardian were reunited and are now back home safely.

Founded in 1877, the spcaLA is one of Southern California’s leading animal welfare organizations. Their work, fueled by donations, supports animal cruelty investigations, disaster response, humane education, adoptions, and more. Smokey’s story is a powerful reminder of the impact such organizations have when they work together to protect the most vulnerable.
